Another good idea if you want to learn PHP is to install WAMP (Windows Apache MySQL PHP) in your computer. It is a local server that allows you to test your PHP scripts/pages on your PC without having to upload to your hosting account.
If I had to choose I would go either for digitalpoint COOP ads or text links at the very bottom of the page. My second choice would be contextual content text links like kontera.
I think you'll have a hard time finding a free web host with those specs.
Check out Dreamhost, they are a paid host but you get a lot of bandwidth and diskspace (they are overselling a lot) for twenty bucks a year (there are $97 discount coupons available on the internet).
Forget about it. Proxies = Trouble for web hosts. Not only do they use up too many server resources but they are also abused by spammers or people looking for child pornography. Rather than using your own proxy, look for a proxy hosted on a fast server (like hidemyass.com).

One of the problems with beginners and web hosting is that web hosts such high bandwidth offers (mainly for marketing puposes) that newbies believe that they actually need that much bandwidth.
Based on my own experience, content sites with AdSense (this is how most newbie webmasters start out)...
Mainly because of payment options, there aren't many ways I can pay for a hosting service because most hosts require payments in foreign currency (dollars, euros, etc) and citizens do not have access to those currencies (stupid Chavez).
Also, I do not like to spend money unless it's necessary...
This is just a marketing gimmick. Of course they are not capable of providing 1tb bandwidth to every user, and most likely your account will be eliminated if you start using too much bandwidth. They rely on the fact that most hosted websites won´t use even 100mb bandwidth.
Do you require that hosted sites to have your ads or any type of banner linking to your homepage?
Also do you require that sites have a certain number of unique visitors per day or certain alexa ranking?

As always, I am going to suggest Awardspace, which I think is the best free web hosting provider out there. You can host your own forum, use your own domain, have your own ads in your pages (there also aren't any forced ads) and you can change to their paid hosting plan at any moment.
I use awardspace, they have been in the free hosting market for quite some time so they are not likely gonna disappear overnight. Their servers are quite fast and don't have that much downtime (reasonable downtime for a free web host).
As Zac said, you should really get to know html and css so you can design a great looking website that has a similar look or feel than your art.
