I recommend you go with hostradius.com. I used their custom plan calculator for you and their price would be: 20 megs, 2 GB. $2 a month, $24 a year. This comes with php, mysql, hrcpanel, cgi, ssi.... etc, etc. I've been hosted by them for about 7 months now and have never been happier. =)...

you could also go to pick-me.net. ^_^ a lot of personal domains are looking for hostees there. you can pick, even.

very reliable -> e-starr.net, as well as hostradius.com. their prices aren't bad, either. i had a site hosted with them, and in this past year, they've only been down for one day.

I don't recommend valacato. I sent them a custom plan e-mail request two weeks ago, and still haven't received a reply.

you could try http://www.boomspeed.com/. they allow direct linking. i don't know about ftp though.
