Just in defense of these "post" hosts ...
www.neopages.net (one of the first to do this) does not require you to post; they require you to post your application (to be reviewed), but in no way do they require you to post. Many sites over the past weeks have been accepted in without any active posting on behalf of the site owner.
Their only requirement is you check the news forum every once in a while so you know what's happening to the server and the service. and those topics are usually locked anyway, so you don't have to waste time posting
