you really should increase your budget.

You can try dreamhost.com and try to find a $97 discount promo code via google. You'll only end up paying about 24$ a year for the first plan.
 
This is not an offer, but would should be looking paying about $20 to $25 per month if you want a host that isn't overselling (ie. they won't cut you off if you try and use all the bandwidth allocated to your account). :)
 
2GB space, 150GB bw just for $4/month is too cheap eventhough if you get any host that fulfill your needs but I am very sure you will definately suffer for the uptime.

You can choose one if you need a special price I may be able to do that but were are very inexpensive and don't over sale. Also about domains etc we can always make those unlimited and email etc to unlimited I just set them at a reasonable ammount I really don't care how much you use.
