Webhost Needed For Web Dev Site

I plan to launch a site within the next week or two offering similar services as sites like www.2advanced.com and other web design/development sites.

I will need the following:

AT LEAST:
- 50MB Webspace
- 1.5 GB Transfer

UNLIMITED:
- Subdomains
- Emails
- FTP Accounts
- MySQL Databases (I need PHP)

The ability to auto install scripts like bb's aren't needed. A control panel IS needed (CPanel preferred).

Your company must've be an "established" web host and not running off of a reseller account. I also have a domain and cannot afford to spend any more than $25. If you can offer:

- 500MB - 1GB Space
- 5GB - 10GB Transfer
- And all other requirements
