Definitely! I'm sick with those cheap offers yet poor services. Right now I am carefully selecting which host to choose. I want a company where my site can grow with.
I can afford more than 40 bucks but it's not practical since my link dump site is new and not that busy yet. A shared server can actually run it.

Then why not choose a quality shared hosting provider? You would be surprised at the service at which some hosts can provide in a shared environment at a fraction of the cost for a VPS, which is in most cases unnecessary.

Actually a VDS is a VPS... I've been in the hosting industry for over 10 years now and a VPS was originally called a VDS. A cloud environment is not a VDS.
