You will not find a server of that standard for that price, especially of good quality and with cPanel/WHM, HyperVM etc thrown in.
You will need to raise your budget.

I dont need cpanel, just need the provider to provide me a place to buy cPanel licences. Anyways i got a c2d same specs for $169. looking for more offers.
