1) HTML is marginally faster, but I didn't download the test file on the old server.

I usually get between 5.3KB/s and 6KB/s on my VZ/GTE dialup... I've ran several of those optimizer registry tweak thingies though, before those I got 4.5KB/s to 5.3KB/s.
