You have a good question.
I dont think i can even answer it entirely but heres a couple of tips for webhosting.
1. Does the company/Website have Contact Details / "AN ADDRESS!."
2. Does the website list its company Name(ex: company pty ltd. ) & or Company ID Number.
(beware: most are not even registered companys)
3. Do they have FAQ Pages?
4. When you WHOIS there domain how long ago was it created www.dnsstuff.com
5. Does there domain list correct contact details in whois
6. Does there site look professional or just like a 3 page template?
7. Do they have TOS/AUP
Some other things you may want to avoid:
Hosts selling packages at unrealistic prices. ie. $0.25c/month
Hosts Offering anything unrealistic including UNLIMITED this and that.
Hosts that have been around less then a year. (if your concerns are stability, you want a host which has proven good uptime)
In reality you GET WHAT YOU PAY FOR.
If something seems to good to be true it most likely is.
As for how much you should pay;
If you can afford to i would suggest anywhere between $6-$10/Month
