requirements:

2-3 gb bandwidth
linux machine
broadband
ssh / telnet access
ftp access
sql / express+
domain + 1 subdomain (option)
10+ ports (not sure how this is handled)
ability to run executables (c and c++)

ip option / (proxy / net fake)

What do your executables do? Even if you want a dedicated server to spread virii, I wouldn't allow you to host it. So please explain a little bit more.

I highly doubt you will find that kind of hosting in a shared environment (unless it is specifically a shell account) - ESPECIALLY regarding the port requirements.
