Need VPS or Good Web Host

I've never really bought into VPS before and I'm completely new to this. I've done some minor research but I need recommendations and pricing/offers for the following stats. I've been told I should get a VPS but i'm not entirely sure I need one.

I get approximately 500 unique visitors per day on a Vbulletin forum (3.8.x) Over 200+ people actually sign in and around 15-45 people will be on simultaneously. About half of those people will be in a chatbox on the site.

Bandwidth usage per month is approximately 15gb-20gb
Space used is less than 500mb but I'd like at least 1gb of space
I use approximately 5 mysql databases
I need php

I prefer to pay 3 and 6 months periods through paypal.

I've been told that the following should suffice, but I'm not sure
1gb space
1gb RAM

Your specs are actually really low. 15-45 people signed on at once isn't really that much, nor is 500 unique visitors per day.

Are you having issues on your shared hosting now or?

Yeah that's what I was thinking! I use a a shared reseller plan because I often design/develop communities/sites and sell them. I decided to keep this one and my host (integrityhost) told me that the site is consuming too much of the cpu and I need to move to a vps. I removed some scripts and processes in hopes it'll reduce the load and it sort of did. I'm pretty sure they are trying to upsell me but I've always had a good relationship with them.

I did get around 800-1200 visits per day for about a week or two but i took the site down to do some upgrades and possibly move the site.
 
Did they give you any stats or such as far as the CPU usage and RAM usage? Would be great to know. I'm guessing it might be the chatbox that is throwing it over any sort of limits, if you are indeed using a lot of CPU. I didn't see that in your original post, and that could very well be the issue you're experiencing...especially if you're getting 10-20 people in there at once.
 
Do you need cpanel / Directadmin or will a free panel such as kloxo/webmin work for you?

Well I'm not quite sure the specs I need, so my budget isn't set in stone. Since I run this out of pocket I'd like it to be cheap but I don't want to sacrifice reliability and such for cost. I more than likely won't need a managed VPS if I am going to get a VPS, so in the VPS route under $18/month probably... but like I said before I'm unsure of my needs.

I can work with webmin or kloxo. I love cpanel and im okay with DA but I prefer the free CPs until my site starts to pay itself off.

Hmmmmm. Well that's certainly interesting. I thought for sure it would be the chat script pushing it over, but those are definitely from the forum itself. I'd be willing to give you a try on shared hosting, quite honestly, and then go from there. Looking at those stats, I don't think they're dividing those numbers amongst all the processor cores for one, and I think they're taking a small snapshot of activity. Yeah, you might be using 60-100% but for how long, and how much of the total system? I'd be willing to bet that you aren't slamming their entire processor(s) with the usage they state. I still don't think you're quite to the point of needing a VPS, but those stats aren't really conclusive one way or another.
