It depends on how you interprete the word "guaranteed". For example, a host may provide their clients with a (partial) refund - possibly in the form of credits that can be used to pay future invoices - in case the uptime drops below 100%. This service level agreement can be called "100% uptime guaranteed SLA".

But yes, you are correct. Nobody is perfect, that also applies for servers and data centers.
