Browser issues with encoding.

Hey guys, I am having trouble encoding my page in UTF-8 format. I have the meta tag telling the charset to be utf-8 but the browsers (both ie 6 and ff) still convert it to whatever they want. It turns out to be gibrish. Anyone know how I can force the encoding to be utf-8 when sending and recieving data? Thanks.

Are you sure you have refreshed your browsers' settings before you reloaded your page? Try closing the browser and reload.

I did. Nothing works. I'm using Joomla! any way I can force the encoding to be utf-8?
