Your IP address is on a DNS-based Blackhole List.
This is not the same as Hamed4U's situation and what you quoted on
yours means exactly what is written above!

Did it even occur to you to read what you just quoted?

Basically ....

Your IP address is listed with one or more of the major 3rd party
blacklist services such as SpamCop or similar and we have
absolutely nothing to do with any of those blacklists!

Aside from our own applicant checks, we also perform a few RBL checks on
the applicant against a few major 3rd party blacklist services and use only
those services who do not block whole IP ranges and who can also provide
guaranteed evidence confirmation of anything listed in their database.

The reasons for being listed on any of those particular databases would be
confirmed spam sending from your IP, virus infections, or your IP being
identified as an insecure open relay.

The site http://www.dnstools.com has a tool that will allow you run
your IP address against all the major blacklists in the world and should
tell you who exactly has your IP address blacklisted and the links to
finding out why your IP address was listed with those service(s).

First, we are actually not that restrictive unless you are wanting to use
your site specifically for business purposes or for something illegal such
as hacking, software piracy, warez, explicit porn, etc

For a programmer? Or distributing (free(ware)) programs?
You can't even upload an .exe (or .zip containing a .exe file).

I got banned from my own website/cybertoad because I couldn't remember my password (failed ftp login attempts).

The servers faster than some other free hosts, have good uptime, features, etc..

But the TOS kills everything.

Yes, we run a blacklist network which currently has 857 member hosting providers with new ones added everyday
and is used to screen customer signup applications at all the member hosts.

However, the way the network is structured, no user information is actually passed between any of the hosts!

It's a blacklist network, but you don't pass user information between each host? If you don't pass information between the different hosts, how does my information get blacklisted on them? It's structured to give out my information to third parties, and it was proven, not only by the email I received, but also, by what you've just stated.

do u accept site without domain(i need a subdomain)?
Also mysite is mainly a tutorial site(all by me),Is this acceptable as a non-buisness site?

WRONG! As I said before, your information is not distributed to any 3rd party !!!!

Information submitted by any member host to the host blacklist network is one
way encrypted and a hash signature is generated against the information.

When a new applicant tries to signup at any member host, that hosting
provider will use the information on the application to generate a new
encrypted hash and then run a check against the blacklist database
to find out YES or NO if the that hash has been blacklisted by anyone.

The hosts running the checks are doing so with the information from
their own hosting applicants and no actual customer information is
being passed between any of the member hosting services.

(Any interested hosts out there not already members -- contact me)

We don't ban anyone for failed login attempts ...

Our security will temporily block your IP if it sees you repeatedly trying
wrong passwords but that is in place for your own protection to prevent
anyone from trying to brute force hack your account.

IPs blocked by bad login attempts automatically clear in a couple of hours
or you can contact us and let us know you accidentally blocked yourself
from your own account, we can unlock your IP immediately and also help
you reset your forgotten account password.

Just for reference though, if any account owners forget their password
at Cybertoad Networks then they should contact us at our technical support
department at support@cybertoad.net for help instead of trying to
repeatedly guess their passwords and then they don't have to worry about
getting into an "accidentally locked out" situation.

But the TOS kills everything.
It sounds like that you too failed to read the TOS since by your own
statement above, you didn't know that we do actually allow ZIP archives
and EXE files inside of ZIP archive files!

Yes, we do provide subdomains if you don't have a domain!

Your address would be: (yourchoice).z42.us

Just use your subdomain choice as the domain name on your application!

Regarding your tutorial site question, that would not be considered a
business site as long as you aren't charging anyone for those tutorials.
When we say free plans cannot be use for "business use", we are usually
referring to any sites that are used to sell goods or services.

This is not a support thread! For plan questions or signup assistance,
please contact us directly at support@cybertoad.net.

Well, actually...
The following file types are forbidden on FREE hosting accounts: .EXE, .SIT,
.CAB, .WMV, .WMA, .M3U, .MP4, .RM, .RAM, .RA, .MOV, .QT, .AVI, MPG, AU, BMP,
.TGA, .TORRENT and any other file format that Cybertoad FREE Hosting deems
usage restricted on FREE hosted accounts.
Note that we do allow .ZIP and .RAR
compressed archive files provided they do not contain any forbidden content as
listed above
Unless your TOS is not up-to-date with your current policies, it seems that .EXE are not allowed even within .ZIP files. "provided they do not contain any forbidden content as above" rules out .EXE within .ZIP.

Adding encryption to the archive could disable automatic server checks, however, though this would be deemed as a "TOS violation".

Do you always skim through the text you read and not actually read anything?

You partially quoted the content paragraph but failed to mention the
last line of that TOS paragraph which specifically names EXE files as
being permitted under a certain specific condition ....

MPEG and AVI videos are PERMITTED if inside a ZIP archive file

EXE file are PERMITTED if inside a ZIP archive file

I recommend you enroll in some literacy courses and learn how to read!

Adding encryption to the archive could disable automatic server checks...
ROFL! You definitely don't know Cybertoad Networks! ROTFLMAO

That is very possible as your name "CynthiaFinnegan" actually sounds very familiar to me and I was wondering a bit about that possibility.

Our signup system is never wrong though and matches you up on a whole
lot more than just your IP address or information you put in your application
and if it says that you have (or previously had) an account with us then
you have indeed already signed up with us!

Send me a PM containing the information you used on your application and I
can use that to locate you in the signup logs and I will be able to lookup
your original hosting account information and reset your password if needed.

On second thought, I've decided to opt out of your service. Nothing personal, but I can't even log into this account I'm supposed to have there.

...

Ok. I've been using cybertoad for a while now but now that i've heard you search people's computers i think i might be inclined to goto a different host. Its been great since i started but today i couldn't get on my site for a cupple of hours, but still they have great features as long as you have a domain name.

HAPPY NEW YEARS!!!!!!  , and more  !!!

CHEERS TO YOU AMZ! PEACE OUT!!!
