Your budget is simply too low for a reliable provider offering your listed requirements. It's simply not profitable for any host to offer that as transaction fees from PayPal as an example would be $0.34 on a $1.00 payment.

so that's 30 accounts @ $2/m so $60 a month before Paypal fee's and that $30 for a vps from a "quality" and/or "reliable" provider.
The OP is asking for 2GB's of space not 20GB's or 200GB's.

You've managed to take a look at the server itself and the VPS you speak of is much cheaper than what many would like to host their customers on. I'm not saying that such services don't exist but $30.95 for a quality VPS with cPanel?
Using your example you've missed out the most important ingredient. Before PayPal fees your profit margin is $30/month. How are you going to support 30 accounts and keep the server up to date and secure for $30?
It's also worth mentioning the following:
1) The custom is looking for 2-3 GB of Disk Space. Using 2GB as an example that would bring your income down to $20/month.
If 10 customers are paying $2/month transaction fees will be around $0.60/customer which brings the total fees to $6.00 which would leave you with $14 profit per month before even looking at support which is generally the biggest cost for any hosting company. You can take it further and add the costs of extras that some are offering such as Softaculous.

Why wouldn't a start up or someone just get going use that type of VPS?
Ok let us expand on this example.
Let's grab an Ember from 100TB.com
Intel Quad Core Xeon 3220 - 4 x 2.40GHz
* 2 x 500GB HDD
* 8GB RAM
* 1 GigE (1000Mbit) dedicated port
* 100TB monthly transfer
$201.15
Let us add cPanel + $25
$226.15
Ok now let us add Softaculous + $5 so now were at $231.15
On a 500GB HD after OS,cPanel, Softacuous tons of tweaks and software updates/lockdowns and tweak we left with about 450GB's usable disk space.
Now as we all know with our own server stats, the avg site is under 1GB in space. So lets offer 4GB's of disk space, without over selling we can pile what 112 accounts on this box.
So if we charge lets say $3 for this disk space package that is $336/month before paypal. Now looking at my own stats on the 40 shared servers I have running, our avg customer is under 500 MB of disk space. Just on disk space usage alone, I could pile 900 accounts on that same box at $3/m for an income pre fee's of $2700/month.
** I don't do this, but on disk space alone in this example. **
As far as support, and this is an open question, what kind of support costs/tickets do you guys get a day? We don't get 2 tickets a day. So this cost is a little off for me.
@zomax, not calling you out or attacking you.. I just wonder with the technology we have today, and the insane plans that we all offer. I guess what is the difference of 2GB's for $2 or 10GB's for $5. Heck to me the $5 plan looses more money the 5 x $2 accounts for the same amount of disk space sold.
To the OP, you can and will find hosts for the $2 mark your after, just be careful of their other products. If you see they have 100GB plans for $3 or crazy plans like then then no they may not the be best player on the block.
