Where can i find a web based e-mail program to run on my site?

If you can run PHP scripts on your site SquirrelMail or IMP are the most common I think.

well i would like one that could make accounts. That i would not have to set it my self. Automatic account creation thing

If you're using shared hosting as opposed to having a server to yourself you might have to check with your host first to see if their control panel will actually support creating users that way.

It doesn't have to do with what control panel, but rather what permissions your host has set for you.
