Actually I Am Making A Facebook Application For Personal Use, and facebook requires https:// in Page Tab URL. I need to install Self Generated SSL Certificate, I wil not use any Paid Verified SSL Certificate!

A self-signed certificate will throw errors. Although it might work anyway, depends on how facebook accesses it. Alternately you could get a free SSL certificate from StartCom so that it doesn't cause errors.

As for CPanel with SSL, that I can do.

The dedicated IP on my CPanel machine will be $2 by itself.

You can then use that with any of my available plans, or request a custom one.

My starter plan would probably be okay initially, since it takes time to build up a user base.
