Are you asking if Webela is trustworthy? If so, several people have already signed up for the "starter" package and are currently developing there websites. You may wish to ask members of the Webela community what they think of the service sofar.

This is full CPanel hosting, with full support for PHP and MySQL.

In other words, you can use phpBB forums and edit any scripts as you need. You can also create your own PHP scripts, and use a variety of third-party scripts.

I would however recommend that you use SMF instead of phpBB (http://www.simplemachines.org) - SMF is much more powerfull and secure. Ofcourse, the decision on what forums you put on your website is upto you :)
