I am looking for a web proxy host, my budget is at $2.99 a month payable via paypal.

Tell me what offers you are willing to do for me...
 
if you can raise your budget, the lowest i can go is $7.99/month. Proxies use a lot of BW, so, you will have a lot of trouble finding someone to host you for that little. sorry i cant help more unless you raise your budget.
 
What I am looking for is ftp access, cpanel to add unlimited domains, at least php, and minimum bandwith 20GB. Space about 150MB.
 
OP has now included cPanel, but could possibly explain why a proxy requires unlimited subdomains?
 
I'm still wonder that there are companies which think about offering for $2.99?

If web proxy host means running cgi/php proxy script that turn server into web proxy available publicly then you need very powerful server.
In first instance when your traffic is low it will be not problem to find but once your site start to grow up and you receive more visitors you will need VPS or Dedicated server and it cost a lot more money.
I wish you good luck but whatever you find, once traffic start to raise up you will need more money to keep running your site.
 
I am willing to amend the features to only one domain, and 40GB bandwidth, and willing to pay a lump sum instead of $2.99 a month, but $36 for the year.

40GB is a very large amount of bandwidth. About 1 to 3 million page views. It will use a significant amount of CPU and RAM time for the server to generate these pages.

I recommend increasing your Budget to about $8/month if you want 40GB bandwidth for a proxy host. Or go VPS/DEDI.

I am still looking as it turns out those who offered realised they were not allowed to host proxies, so if anyone is willing to host a proxy for a lump sum payment of $36 for the whole year, be sure to let me know
 
Josh your TOS say you don't host proxy scripts for driven.

Unacceptable uses also include: Bulk unsolicited emailing, unsolicited emailing, newsgroup spamming, child pornography or links to such sites, cgu/php proxy scripts, copyrighted MP3, storing personal backups and/or Cpanel backup files, illegal content, copyright infringement, trademark infringement, warez, cracks, software serial numbers.
