Yes richard is correct, you shouldnt install cpanel on anything less then 256mb if you want a stable service. Not to mention you need 2 ips at minimum for cpanel as you will need to setup nameservers etc.

Considering cPanel/WHM requires 256MB RAM and a minimum of 3GB diskspace and it costs $10/month, you would be asking for a VPS with that much for $20/month, which no, does not come without serious lack of quality.

I would on the other hand be able to change my offer to $40 if you require, which would then just be $10 over your $30/month budget.
