No. Building video streaming servers could be done through many other solutions. There's VLC and then there's BroadCam for Windows. You can also use HDS or HTTP Dynamic Streaming which was developed by Adobe.

FFmpeg is mostly developed on Linux systems but it has the ability to adapt to Windows too.

What are their server upgrade protocols? For example, are they able to update and upgrade their servers without downtime? If so, how? During what hours of the day/ night do they make those updates?

Yes we have used FFmPEG and it is the most easiest way we have found to run a streaming website. You simply do the server side installations of the required modules and using a software/script like PHPmotion, Clipshare, Clipbucket, etc you build a fully functional website for video shraing. That is how we usually offer it.
