Today is the informal launch of Kwiipo, where you can give users theirname.yourdomain.com hosting. New features and improvements are still coming frequently, but if you want to get in on the ground floor and start giving away free webhosting without any investment of any kind, I'd love to get you set up. All you need is a domain name (the system does not yet support subdomains like yourname.shortdomain.co.cc). I'm willing to support you guys over AIM as well if you need help setting up.

20 GB bandwith (this will be manually adjusted upward for big sites)
50MB file size limit
WYSIWYG online editor
No content restrictions other than no spam and everything has to be legal in the US.
