I'm looking to invest into a semi- powerful dedicated server with around 4GB RAM and a reasonably sized hard drive.

Dual core to quad core is fine...

It should come with about 20 IPs, and there should be discounts on control panels for the server. (VPS)

Either at least 4TB bandwidth or unmetered would be fine.

Best price wins the request :)
