Iam looking for a programe that will allow me to send free sms from my website to other people mobile phones. I also want to allow members of my site to send the sms to people.

Does anyone know were i can find a programe that can do this.

If I Can get it in php it would be better.

There are some sites that allow you to send free sms . you can use these sites from your site . but the service is related on the receivers location . Where do you want to send your messages ?

you may use the services like truesenses.com which provide services for SMS and MMS worldwide and API interfaces which you can use in PHP.
