you can do that with phpMyAdmin...
Just create an account for them, and allow them access to only a certain amount of databases

I think I know what he means, but in order for me or someone to give him the code to automatically create databases, me or someone are gonna need to know what software we're connecting too ......

I have no control panel.

I use a windows server 2003 dedicated server..

Im currently using Xampp but im thinking in getting a control panel soon.
