I have got a Reseller package from a hosting company
They are very reliable and support is great.
But i feel i need to change, preferably to a VPS

i doubt a VPS will cost $7 a month therefore i wouldn't mind a reseller

My requirements are:

5 GB Space
100 GB Bandwidth
Unlimited CPanel Accounts with WHM
(I have a domain)
Unlimited Features
Great Speeds
Excellent Uptime (Need to see stats)
Reselling allowed
1 Dedicated IP (2 if possible)

I think that you can will be looking for such package for a long time untill get one over oversold one. I think that you have increase your budget if you are really looking for the good and quality service.

cPanel alone costs $15.00/month on VPS so keep looking. A reseller will be easy to find.
 
Being honest, what you are asking for, even for a reseller, is too much for the price you are willing to pay.
Lower your requirements or up your budget and you will have a chance of a reseller.

cPanel costs actually vary depending on the DC you can get them as low as 8 dollars per month for a VPS. But i would have to agree raise your budget another few dollars and you may get some quality offers.
