Recommendations on a cheap host

I'm looking for a really cheap and reliable paid host. I will be using the account for developing scripts and testing out webpages, but I won't actually be hosting anything major. I'm aiming to spend under $10 per month..

Here's what I need:

Unix based hosting
20MB
2GB bandwidth
Telnet/SSH
Support for Perl/C/C++/Python, cron tab
PHP,SSI, FTP account
MySQL
Good Control Panel

I've been looking around everywhere, but I'm not sure as to which hosts are reliable.. Paid hosting is new territory for me. I've found several hosts: www.digitalspace.net, http://www.saturnservices.com/, http://www.tera-byte.com. Any comments or recommendations? This account will be used primary for development, so I would like a host that has a support team that is competent in knowing the programming related aspects of their system..

Out of those 3...I believe www.tera-byte would definitely be the best choice.

I'd say go with below10host. The VDI control panel is a nice one. I'm not crazy about tera-bytes control panel... it's fairly weak.
