PHP webpages and Search Engine - Need your feedback

Unlike cgi-bin / .cgi / .pl, it seems that search engine does not penalise or refuse to spider php could you please confirm it?
 
I have the same question.


Also, I am hoping to define two variable, $description and $keywords, which will be passed onto a header.php file where it will be placed in the Meta tags. Do search engines pick up on these dynamically generated meta tags?
