Need to host FTP On my comp.

Hi, I need to know how I can start a FTP, im on my computer..
First off, I need it so anyone can come in and DOwnload...
Second, I need to figure out how to make 1 acc, user and paswrod required..

if you get a ftp address you can use microsoft frontpage to make your site and to upload it onto the server
