Presuming what he meant using the quote, I believe he is saying for that space/bw and that price that might be the reason why you're experiencing downtime.
To give you a heads up also, shoutcast and gameservers do not co-exists with webhosting nicely.

Good luck in your search nonetheless, if you have room for a larger budget, do not hesitate to notify the general public. You will most likely get more offers.
