Need help finding or designing a php program

[Suspect Online]

Hi,

Please excuse me for being dumb, But i am pretty new to all of this.

I am setting up a website that is going to offer our local business community
a site that holds information about suspected shoplifters.

Do you know if there is a program that could help me with the following

1.) Being able to let businesses register as members
2.) With admin panel, Allow for me to input suspect details and a photo of them
3.) Allow registered businesses to upload NEW suspects they have come across in there stores.

This info is then displayed on a page similar to like a profile page.

4.) Make a serchable database for our members to search for offenders

and also have a serial number with each photo upload so other businesses can let us know the file number to inform others of a suspect?

I am sort of looking for a php script if there is one?

Any ideads please?
