unlimited domains
root access
linux
p4 or amd

if 20gb and 600gbm bandwidth then its also ok

The thing is that cPanel/WHM license itself costs in avarage $25 monthly.
It means you want to get the server for $25 - impossible.
Even cheap P3 servers starts at $40-50...

VPS is the only option for that price if you need a root assess.
Or you need to find another person(s) to split a server.
