Could be for SEO, but I don't see how that would work unless (s)he was doing illegal SEO and displaying 2 different pages (Redirecting spiders to another page)

Does look very suspicious.

Not exact sure what this person is doing, but I see when you download the image, it uses usercash which is a site you earn money per link clicked.
