I'll do design/code for hosting

I need a domain hosting for a site I'm working on. I need the following features:

- space: not a lot, something like 10mb~20mb
- bandwidth: not a lot, something like 1gb/month
- able to run CGI scripts anywhere (not just cgi-bin please)
- able to run CGI scripts in both .cgi and .pl extension (lots of my old scripts are .cgi... and my host right now doesn't support it. That's why I need to change)
- SSI
- MySQL
- hopefully Telnet access. I guess I CAN live with it if there isn't too though.
- it'd be good if there's also PHP support, but is not required.

Well, as you can see most of the features are just common ones (I guess except for MySQL and Telnet which some hosts can't provide). And I need a mere 10mb of space and 1gb bandwidth (I can live with 750mb too I think =P).

What I can do for this hosting:
- A site design for you
- Perl scripts (except that I'm not too expert in dealing with MySQL, but I can try)
- Graphics
- Flash (not too complex please, I'm not an advanced Flash user)
Or a reasonable amount of combination of above.

Any webhosts here can offer that?
