Domain hosting
PHP
CGI
MySQL
RELIABLE HOSTING (No Downtime/ VERY LOW amount of downtime)

All this for at most $6 a year.

Hmm $6 a year , i dont think you will get any offers you need to pay more for a good host with good uptime !

In know of a host that can offer you something much better than that (500 megs of space and 50 gigs bandwidth) for $6 a MONTH...but you'll never find a host willing to host you for $6 a YEAR...that's insane...
