i don't think so, networks are more sharing of files and stuff not resources of an individual computer. hmmm unless you've got a program the will show whats on the screen on other computers i can't think of anything that will help. try and use a screen switch the allows other monitors to see whats on the tv tuner card.
Use a program like Windows Media Encoder to continually stream the video across the LAN.
The computer that has the tuner card would need to be capable of encoding at 320x240 @ 20-25fps real time at the least and then still you'd only be able to broadcast one TV channel at a time.
