Free cms app

Does anyone know of a good, but FREE CMS application to build a social networking site? I am not looking to make anything like myspace, facebook, or myyearbook. Just looking to improve http://www.tmcgnetwork.com a little (yes, I know it is a forum), but I am providing the link to give people an idea.

If anyone has any recommendations, I would appreciate it.

You could combine JomSocial with Joomla if you want a cms, or BuddyPress with WordPress, or use Elgg as I said in your other post.
