Forum or Forums?

Forums. Cos in a Bulletin Board there are usually many forums. Unless you have one in a bb. Otherwise, it should be forums.

No; you have many fora (plural of forum--even look it up if you want).
 
In my view, a site has one forum comprised of one or more boards. Example: we are on the Free Webspace forum, specifically on the General board. I formed my definition from the reasoning that the original forum would had been a public square comprised of a variety of shops/stands/pavilions, so it would only be natural that the electronic forum would be a collection of varied message boards. Therefore, I would answer yes to your question "Is it simply a forum where people meet?" and I would opt with http://url/forum/ over http://url/forums/, unless you indeed have more than one "forum".
 
I still consider these the FreeWebSpace.net Fora (or forums if you must be difficult). General Disussions is a forum of the fora in my opinion. Not that my opinion means anything these days, but anyway...
 
I'm sure most message boards are different, but Ikonboard uses the following names:
Message Board - the whole board
i.e. FreeWebspace.net Community
Categories - groups of forums
i.e. General
Forums - where the topics reside
i.e. General Discussions
Topics - the actual posts
i.e. Forums or Forums

It depends on who wrote the script, or your personal preference...nothing else matters really...it's up to you as to what sounds or looks better
