That's an IP number assigned to dynamic IP ADSL users...

It redirected me to http://visa.com
 
Very clever indeed, people think oow it's fine.. while it's not caus the popup is loaded right before it redirects, hehe.
 
You know it is fake when you get "Dear [brand] client" rather than "Dear [username]" or "Dear [First Name]"... That's my number 1 tip for detecting frauds, plus the IP kinda gives it away, a corporation would never do that.
