Yes anyone can apply just send me your details from my site or here. Also the only thing that is not allowed is site like warez and irc chat's they are strictly not allowed. Other then that you are fine. And all site's that get accepted agree to our TOS. But we allow any site as long as it is in english and you don't use it to spam etc thanks.
