I'd recommend Rackshack, not FDC. FDC reboots their servers (at least the one I was on) every two days or so, it's so annoying. Also, while I was with them, Apache failed quite often (maybe a dozen times). Go with Rackshack. Better network, only down once or twice in a year or so.

Where do they state they will manage/troubleshoot your apache issues? Apache is a third party application.
Do this:
tail -f /usr/local/apache/logs/error_log
let us know what it spews out.
