CMS that is template driven ??

Hii,

I am looking for a blogging script or content management system which is template driven, meaning the look of my site can be customised using HTML..

which is the best one with as many features as possible..??

Also, i would like your opinion on OpenEffect(openeffect.com) and Nucleus CMS ( nucleuscms.org), if anyone is really using it....are they template driven and how good is it..??

They are really boring chief...I want to have something that stands out...thats why, I plan to use either openeffect or NucleusCMS....I guess Nucleus CMS is template driven...but not sure of openeffect..!

Anyone using one of those two scripts..pls give some feedback..!
