.biz & .info good companies to register ??

I'm looking for good comapnies to pre-buy .info (/.biz) domainnames.
Good means :
-as cheap as possible
-a "no domain , no pay" garantee (don't wanna pay for domains I don't have)
-good service
-no "inside-company" competetion to see for who the company will buy the domainname.I just want companies who say if someone already regged a domain with them (=not avaible) or not.

well godaddy charges 5$ and registerfly charges 4 or 5 $ I think lowest rates.

and these are pre-registration prices and there is no refund for them even you can not take the domain.I don't think there is a registrar who will refund the money for pre-reg.
