Because Hostgator only accepts 25 connection at once on a site. Most probably that is the cause :)

Why should that put you off?, HG are very well known & respectable, for just $0.01 for the first month you cant lose (well you can, whats $0.01 lol).

Means if i have 25 users on at once, they no more will be able to login.

Hostgator set concurrent mysql connections to 25 but this does not mean you can only have 25 or less online you can have a 100 or more without any issues.

Hostgator couldn't give me servers for free and me put my customers on them.

Yes, you can, but if you are having forum, then isn't it quite impossible? If you browse one page then you got more then 1 mysql connections for querying datas. So at that time, it can make you more hesitating. Not blaming HG, they are cool of course. But this kinda restrictions are really bad.
