It depends why you are banned. Straight out bans are usually permanent. Banned by warnings, you wait for points to expire.

I believe he doesn't care. It looks like he is spamming useless topics so he can get the posts required to have a sig with links. Then when he is finally banned, his sigs would still show, making no difference to him as search engines will still see his posts and therefore his links.

I would suggest granting him his basic ban request but remove his sig so the postings of spam he has done will be for naught.
