Sounds a bit dodgey to me , they are offering too much

After you register, they will give you the choice of all those things you have at the end. You have to buy each of them. I think it is $5/month for ftp access. $6/month for cgi access. That is where the catch is. If you don't need any of that and are fine with uploading through your browser, then they will probably be fine for you.
