Not necessarily. I've heard of quite a few sites hosting low-grade or specialty (such as fetish) content that is completely legit and doesn't cost a fortune to produce.

Problem with these is people love free porn, so if a site hosting it becomes popular they end up consuming large amounts of bandwidth- for instance a site I've heard about consumes upwards of 300GB/month from only 700MB of content with it's image gallery because of how popular it is. And it's all legal specialty adult content that is available free of charge.

Babblehost is the last host on my study list that self-rates for allowing adult material. I have not investigated their specific terms, but they do not currently ask for posts or banners. They probably appreciate linkbacks though.
