40 users per semi-dedicated ok?

I think semi-dedi won't solve your issues. You'd be better to take a fully dedicated server from Webhostingbuzz.com. It costs $259 per month with no setup fee. Guess it's not very expensive. But it gives you an opportunity to control every thing that takes place on your server.
