While this host offers "Ad-Enhanced" and "Ad-free" services you have to
read the fine print: First there are PHP restrictions in place which require
you to specify why you want to have these restrictions removed in the forums...Very tedious and annoying.

Ridiculous TOS Note: "This includes adding, deleting, and modifying files."
Which if you're using _anything_ to do with Content managment like Joomla/Mambo you would be breaking their TOS. Clearly not a very well
thought out or worded properly "Terms Of Service Commandment"

Also, This host claims not a "post to host" however you MUST visit the
forums every two weeks:

4.) Thou shall visit the forums once every two weeks.
This is a very simple requirement. You must visit the forums here, once every 2 weeks to keep your account active. If you do not we will assume you are inactive and suspend your account.

Overall:

I found the sign up process very tedious, (3 emails) - multiple problems
with their sign up page it sent me two accounts - which I will have
cancelled. Sever speed is good - Unable to test any scripts as previously
mentioned PHP restrictions in place.

1. The PHP application process can be done via http://x10hosting.com/account, it's all automated.

2. Not sure on that one, will look into it. Joomla\Mambo are fine to use.

3. Your can keep your account active without posting, we ask that you view the x10Hosting forums once every two weeks to keep an update on news. It's a pretty simple thing to ask for what we are giving back to you.

If for some reason you forget you can go here and unsuspended it yourself.
