i didnt know this maybe its a stupid question, but why are chinese banned from some web hosting?

Because i work on a restricted computer and the only way to get files in and out is through ftp. Now ftp is disablet and i have no way of getting files in and out. Thats why i thought using something like net2ftp to access ftp, since web browsers still have access to the net (http)
